1.8.1.9 Changes

-You can block /who for a maximum of 60 minutes a day instead of perma. (It was kind of being abused and whatnot.) This is probably the last test I'll do before removing /who completely if it doesn't work. You can still set it with /togglewho or in your account manager. May change the time longer in the future.
-Added a few new build functions to be able to edit rooms directly. This only functions in build for editing purposes/safety reasons.
-Adjustment to handle network issues better. (Though not 100%)
