Somewhere in the character creation development, elf stats got screwed a bit, in ROK they could get 22 charisma without needing to +1 the stat. Everything else seems to be right, it's just CHR that's wrong.

I adjusted it but it might of been because of balance reasons since the stats are different. We'll look into it more in depth later though. I don't think +1 char effects it that much anyways
