One slight variation to this is make it "City wars"
(not my idea, but posting it nonetheless)
Basically, and Alderra vs Bytirn vs seamoor war. People would have to sign up for an allegiance. Staff could enforce a first come first served basis to ensure balance.
This would enable a "war", but breaking a bit the clan link. So we could fight each other, without getting bogged down by the fact that different clans have different strengths.
(not my idea, but posting it nonetheless)

I like the idea of factions outside of clan boundaries, i feel like this could fit in well with the renegade/paragon alignments that have been in discussion.
Maybe have a quest line run with several events and encounters, each side fights each other, have alignment chat.
I see a lot of potential with this
The main thing that concerns me is not many people seem to be up for group fights in this game and i can't understand why, unless it's a lack of success, not sure :/

I do like City Wars as well. Could be the type of thing that runs for a couple weeks or up to a month perhaps. More of an extended quest type thing.
