Thieves Stealing before 8th level

Why can't a thief rob before 8th level?
It'd make more sense if they could rob from the start.

So in their training to be thieves their first focus is combat...
Aight, you win.
Although it seems to me that most pick pockets try to run when they are spotted. Also when they are starting off I doubt they would go up to someone and punch them first.

Question should be why are thieves fail to steal at levels, like a lot of fails with high agi?
